croatia, we did in april 2006.
water around 13-16 degrees.
i wore a wetsuit which was fine down to 14 degrees, 13 was cold. others wore dry suits.
viz was awsome, i was at 50m on the Taranto wreck http://www.dubrovnik-online.com/english/diving.php
& i could see the shadow of the surface boat.
we dived with gabriel diving http://www.gabriel-diving.com/ who were top class.
the water is sparse of sealife as its overfished. the seascape looks like something out of a starwars movie, full of canyons & caves.
flights, accomodation & 10 dives cost £360.
food costs pennies over there, as does Jack Daniels.
i would go back.
